Law No. 14/2008 Article 10 states that

(1) Public Bodies are obliged to immediately announce information that may threaten the livelihood of many people and public order.

(2) The obligation to disseminate Public Information as referred to in paragraph (1) shall be conveyed in a manner that is easily accessible to the public and in a language that is easily understood.

Every Public Body that has authority over information that may threaten the lives of many people and public order and/or Public Bodies that have the authority to grant permits and/or enter into work agreements with other parties whose activities have the potential to threaten the lives of many people and public order are obliged to publish information immediately.

Information that may threaten the livelihood of many people and public order as referred to in paragraph (1) includes, among others:

  1. Information on natural disasters such as drought, forest fires due to natural factors, plant pests, epidemics, plagues, extraordinary events, space events or space objects.
  2. Information on non-natural disasters such as industrial or technological failures, industrial impacts, nuclear explosions, environmental pollution and space activities.
  3. Social disasters such as social unrest, social conflicts between groups or between communities and terror.
  4. Information on the types, distribution and areas that are sources of potentially infectious diseases
  5. Information on toxins in food items consumed by the public, and/or
  6. Information on planned interference with public utilities
